    National Testing Agency (NTA) RULES UGC NET

    ABOUT NTA

    • National Testing Agency (NTA) has been established as a premier, specialist, autonomous and self-sustainedtesting organization to conduct entrance examinations for admission/fellowship in higher educational institutions.
    • To assess competence of candidates for admissions and recruitment has always been a challenge in terms of matching with research based international standards, efficiency, transparency and error free delivery. The National Testing Agency is entrusted to address all such issues using best in every field, from test preparation, to test delivery andto test marking.
    • UGC NET would be conducted in December by NTA, its first exam as in its capacity as a newly formed examination agency.



    • NEW DELHI: The National Testing Agency (NTA), the newly formed national level academic competition examination authority, would conduct its first exam UGC NET 2018, which was till now conducted by the CBSE, in December. According to the schedule released by the HRD Ministry on Saturday, the online submission of application forms for National Eligibility Test (NET) would begin from September 1 and would be on till September 30. The examinations would be held between December 2 to December 12 in two shifts per day on Saturdays and Sundays. The Human Resource Development (HRD) minister Prakash Javadekar also said the UGC NET examinations would be held online from this December. The UGC NET 2018 December session results would be declared in the last week of January 2019. So far, The Central Board of Secondary Education (CBSE) conducted NEET on behalf of the Medical Council Of India and the Health Ministry and NET on behalf of the University Grants Commission (UGC). UGC NET 2018 December Exam Schedule UGC NET would be conducted in December by NTA, its first exam as in its capacity as a newly formed examination agency. The detailed notification is yet to be released by the organisers, but it can be expected any time. - Online submission of UGC- NET 2018 December exam application forms: September 1, 2018 to September 30, 2018 - Dates of UGC NET 2018 December examination: December 2, 2018 to December 16, 2018 - 
    • Declaration of results:

    • Last week of January 2019 According to the schedule released by HRD ministry, the UGC NET examinations will be held in two shifts per day on Saturdays and Sundays. Along with UGC NET, the education ministry has also released schedules for NEET 2019, JEE Main 2019, CMAT 2019 and GPAT 2019. All these examinations will be held by NTA from now onwards. The HRD ministry said in a statement that the NTA will establish a network of test practice centres for students of rural areas so that everyone will have an opportunity to practice before the exam. This is expected to held the aspirants to familiarize themselves with the new online examination mode. Schools/engineering colleges with computer centres would be identified and kept open on Saturday/Sunday starting from 3rd week of August. Any student can use the facility free of charge.
    • National Testing Agency, NTA: All you need to know about the 10 important changes introduced 

    1. Starting December, NTA would be taking over the examinations which were till now conducted by CBSE and AICTE (All India Council of Technical Education). This includes UGC NET, JEE Main, National Eligibility cum Entrance Test – NEET, Common Management Admission Test – CMAT and Graduate Pharmacy Aptitude Test – GPAT. 
    2.  Starting with the basic changes, the most important is that all the examinations that would be conducted by NTA would be Computer Based Tests or CBTs. Till 2018, JEE Main was conducted in both online as well as offline mode. NEET – the admission test for medical and dental courses in country was conducted only in offline mode. However, under NTA, all the examinations would be conducted in online mode, i.e. they would be computer based tests.
    3.  The examination paper would be set by a team of subject matter experts and psychometricians to ensure that the new system is student friendly, fair and retains the quality of the examination. This is done to ensure that the tests are scientifically sound and provide the best opportunity to students.
    4. JEE Main and NEET would be conducted twice every year. Students have a choice for appearing in either both of the sittings or either of them. Candidates who clear in the first sitting but wish to improve their ranks would also be able to do the same. The scores of both the examinations would be equated using psychometric methods, standardisation and normalisation of scores would also be employed.
    5. JEE Main, NEET as well as UGC NET would also be conducted in multiple sittings. Candidates would have the option of choosing their dates. Also, in order to retain the fairness of the examination, the scores of multiple sittings would also be normalized using standardization techniques.
    6. NTA would also set up test practice centres in rural areas to help students familiarize themselves with the examination process of computer based tests. These facilities would be made available at the schools and engineering colleges of the area on Saturdays and Sundays. The facility would be available free of charge for students.
    7. The syllabus of the examinations would not be changed. Experts hired by NTA would ensure that they familiarize themselves with the previous paper formats to maintain the formats. The teachers would be trained and given feedback on the functioning of the previous year’s examinations for the same.
    8. Examinations would continue to be conducted in all the languages they are conducted in till date. It means that NEET would continue to be conducted in 11 languages which include 8 regional languages and English, Hindi and Urdu. JEE Main would be conducted only in English and Hindi, etc.
    9. Admission process for examinations conducted twice would start only after the second examination has been done. Clarity, however, on the option of candidate choosing which score to submit for admission process is not available as yet.
    10. UGC NET would be the first examination conducted by NTA in December 2018 followed by JEE Main 2018 in January and April and NEET in February and May. CMAT and GPAT would also be conducted in January 2019.National Testing Agency or NTA was approved by a parliamentary motion in November 2017. The purpose of setting NTA is bi-fold. The primary motive is to free CBSE from the pressure of conducting multiple examinations so as to ensure that the resources can be employed for improvement of quality of education and curriculum development. The other reason is to bring a national testing medium which would incorporate the latest methods as per international standards.

    Negative marking proposal for NET (it is not finalize so do not worry for January exam)

    New Delhi, Nov. 23:(November 24 , 2014 ) A panel appointed by higher education regulator UGC has suggested reverting to the pre-2012 pattern for the National Eligibility Test that aspiring college teachers have to clear but proposed negative marking for wrong answers in the first two objective-type papers.

    The suggestion of the panel, headed by UGC member D. Narasimha Reddy, is likely to be tabled when the University Grants Commission meets next month.
    If approved by the regulator and then by the HRD ministry, the existing objective-type pattern of all three NET papers will go back to the system that was in place before 2012, when the first two papers had objective-type questions and the third was subjective.

    The change is in the proposal to introduce — for the first time — negative marking in the first two papers.
    At present, the eligibility test comprises one paper on general knowledge and two subject-based papers. All papers have objective-type questions. Only if candidates score at least 40 per cent in the GK paper and the first subject-based paper is their third paper evaluated, which decides their rank.

    Two of the panellists on the eight-member committee headed by Reddy said the changes had been suggested after speaking to various stakeholders, including students, teachers and experts across seven cities over the past two years.
    “The overall feedback we got was that only an objective-type test cannot assess whether a candidate is competent to teach,” one of the members said.

    While the committee has suggested retaining the three-paper format, with the first based on general knowledge and the last two subject-based, it has recommended essay-type questions for the third paper for humanities and social science subjects. Science-stream candidates will be asked to work out problems.
    Candidates will lose one mark for four wrong answers in the first two papers and will be ranked based on the average score of all three papers.

    The Reddy committee has also suggested increasing the age limit for Junior Research Fellowship from 28 years to 30 years. There is no age limit for appearing for NET but the top 15 per cent eligible for a stipend under the JRF scheme have to be within 28.

    Professor Bhalchandra Mungekar, who was chairman of a committee the HRD ministry had set up in 2007 to study the NET system, said the proposed changes might keep out deserving candidates.

    In its report submitted in 2008, the Mungekar panel had recommended setting up another panel to suggest how question papers should be prepared to test the ability of candidates rather than their memory.

    “I don’t understand the rationale behind negative marking. The proposal to have a mix of subjective and objective questions will prevent deserving candidates (from taking up teaching)…. Unlike schoolteachers, college teachers don’t get any formal training. The idea behind the NET is to know whether a candidate has the required skills,” Mungekar said.
    Nearly 15,000 students clear the NET, conducted twice a year. Those who qualify are appointed as assistant professors after they clear interviews held by the college concerned.

    HRD ministry sets new rules for award of MPhil, PhD degrees

    New Delhi: The human resource development ministry has set new rules for award of research degrees such as MPhil and PhD at Indian universities.
    The HRD ministry has also relaxed several rules for women candidates, including allowing a 240-day maternity break from their studies.
    The new rules are aimed at putting in place a “proper system” for doctoral studies and streamline their administration, duration and quality, said higher education secretary V.S. Oberoi. The rules are also intended to allow women greater flexibility in pursuing research.
    In 2013-14, some 107,890 students were pursuing PhD in India. That was less than 0.4% of the total student enrolment in the country. Of the students pursuing a PhD, only around 3,335 were women.

    Following are some of the key changes:
    (1) MPhil duration: Minimum two consecutive semesters or one year, and a maximum of four consecutive semesters or two years.
    (2) PhD duration: Minimum of three years, including course work, and a maximum of six years. Extension beyond the limit to be governed by statute or ordinance of the individual institution.

    (3) Number of PhD scholars per supervisor now has been fixed at 8/6/4 for professor/associate professor/assistant professor, respectively. It was eight per supervisor earlier.
    (4) Number of MPhil scholars per supervisor now at 3/2/1 for professor/associate professor/assistant professor, respectively. It was five per supervisor earlier.
    (5) Only a full-time regular teacher of the concerned university/college can act as a supervisor. It means an external, visiting, adjunct or part-time teacher in a university cannot be the core supervisor of a research scholar. However, a co-supervisor can be allowed in inter-disciplinary areas.
    (6) Special provisions have been provided for women scholars. For a female research candidate, the course duration has been relaxed by two years for PhD and one year for MPhil courses. It also applies to physically handicapped candidates with 40% disability.
    (7) The new rules allow the women candidates maternity leave, or child-care leave, once during the entire duration of their MPhil/PhD programmes for up to 240 days.
    (8) Women candidates can now also transfer research data due to relocations to new institutions. It means that if a woman candidate shifts her place of work or residence because of any personal or professional reasons, she can shift her research work from one university to another close to her where she is moving.
    The rules will encourage more women to enrol in doctoral programs by allowing them to get married and build a family while pursuing their studies, said S. Parasuraman, director of the Tata Institute of Social Sciences.
    He said the HRD ministry’s new rules are also “progressive and will help address procedural issues related to administering the programmes”.
